Impacto de la planeación territorial en la descentralización en Colombia

Abstract

Este artículo examina la descentralización en Colombia y su impacto en la planeación territorial y el desarrollo económico. En el marco del interminable debate entre centralismo y federalismo, pasando por la Constitución de 1991, se han impulsado reformas para fortalecer la autonomía territorial. Sin embargo, persisten desafíos en el diseño del Sistema General de Participaciones. A través de un análisis cuantitativo y espacial en Cundinamarca, se evidencia que el crecimiento económico no reduce significativamente la pobreza y que la asignación del SGP no siempre responde a necesidades locales, por lo cual aumenta desigualdades territoriales. Se concluye que la descentralización requiere ajustes en el SGP, mayor inversión en infraestructura y más autonomía fiscal. En esta línea, el Acto Legislativo 03 de 2024 busca mejorar su eficiencia y garantizar estabilidad financiera y equidad en la asignación de recursos.This article examines decentralization in Colombia and its impact on territorial planning and economic development. Within the framework of the ongoing debate between centralism and federalism, beginning with the 1991 Constitution, reforms have been promoted to strengthen territorial autonomy. However, challenges persist in the design of the General Participation System. Through a quantitative and spatial analysis in Cundinamarca, it is evident that economic growth does not significantly reduce poverty and that the allocation of the General Participation System does not always respond to local needs, thereby increasing territorial inequalities. The conclusion is that decentralization requires adjustments to the General Participation System, greater investment in infrastructure, and greater fiscal autonomy. Along these lines, Legislative Act 03 of 2024 seeks to improve its efficiency and guarantee financial stability and equity in the allocation of resources.
