Abstract
Editor's note: Normally, first drafts are neither intended nor suitable for publication. This report is an exception. It is a first draft in the usual sense, but it contains a wealth of information, and it had a pervasive influence when it was first written. Most prominently, Alan Turing cites it, in his proposal for the Pilot ACE, as the definitive source for understanding the nature and design of the general-purpose digital computer.
