Abstract

Natural rubber is one of the main commodities that contributes to the Indonesian economy. However, the price of natural rubber which fluctuated with the downward trend caused rubber farmers as the main contributor to Indonesian rubber production to experience a decline in welfare. Therefore, Indonesia and other rubber producing countries (Thailand and Malaysia) formed the International Tripartite Rubber Council (ITRC). In the ITRC meeting, the three countries agreed to conduct a supply management scheme (SMS), demand promotion scheme (DPS) and agreed export tonnage scheme (AETS) as an effort to stabilize rubber prices in the world. This study aims to look at the impact of the implementation of the ITRC policy as a domestic natural rubber policy on the welfare of Indonesian rubber farmers. The analysis uses an econometric model in the form of a system of simultaneous equations estimated by the Two Stage Least Squares (2SLS) method using the annual 1992-2017 series data. The results of this study indicate that the ITRC policies provide benefits for Indonesian rubber farmers.
