Digital Transformation in the Brazilian National Public Health System: Interoperability, Governance, and Protection of Sensitive Data

Abstract

Digital transformation in the Brazilian National Public Health System involves the use of technology to optimize healthcare delivery and promote efficient management. The implementation of the National Health Data Network aims to integrate information from different systems, ensuring continuous and quality care for patients. Aligned with the guidelines of the National Health Information and Informatics Policy and the Digital Health Strategy, the National Health Data Network promotes interoperability, which is essential for the exchange of health data. However, the handling of sensitive data poses challenges to protecting individuals’ privacy. In this context, compliance with the General Personal Data Protection Law is essential, especially in adopting security and transparency measures in data processing. This article analyzed the guidelines and ethical and legal challenges for the effective digital transformation of Brazilian National Public Health System, highlighting the need for digital governance.
