SUS e Seguridade Social: em busca do elo perdido

Abstract

Passados 17 anos da inscrição do Sistema Único de Saúde (SUS) na Constituição Brasileira, a definição anual de seu financiamento não é isenta de conflitos. Esses conflitos cristalizam-se na luta por recursos entre os diferentes ramos da Seguridade e/ou na tentativa recorrente da equipe econômica em reduzir sua despesa ou em alterar a definição do que se entende por ações e serviços de saúde pública. Mesmo depois da aprovação da Emenda Constitucional 29/2000, os objetivos expressos na política econômica do governo Lula obstaculizam sua implementação, colocando recorrentemente em choque os princípios fundadores tanto da Seguridade como do SUS. Este artigo reconstrói o percurso do financiamento da Seguridade Social e do SUS, com destaque para os embates com a área econômica dos governos FHC e Lula.After 17 years of SUS institutionalization on brazilian constitution, its annual definition of financing is not free of conflicts. These conflicts take place in the struggle by resources between the different areas of Social Security and / or in tje appealing attempts of the economic government team in reducing its expenditure or in changing the definition of what is understood by public health services and actions. Even after the Constitutional Ammendment 29/2000 approval, the objectives of Lula government economic policy restrain its development, placing in shock with the fundamentals principles of Social Security as well as SUS. This article traces the sinuous ways of Social Security and SUS financing, giving emphasis to the existing conflicts with the economic area of FHC and Lula governments.
