Dos décadas de Neoliberalismo en México: resultados y retos

Abstract

Resumo: Esse trabalho avalia a mudança ao neoliberalismo no México depois da crise da dívida de 1982. Primeiro, apresenta a experiência do México com o modelo da Industrialização pela Substitução de Importações (ISI). Em seguida, faz-se uma análise do período de transição da ISI ao neoliberalismo, principalmente as políticas de liberalização do comércio e das finanças e as privatizações. Depois examina-se o estabelecimento do NAFTA e a crescente integração com a economia americana e particularmente o papel da indústria maquiladora no contexto da estratégia do desenvolvimento no México. A seguinte seccão avalia os resultados das duas décadas de políticas neoliberais no México, com atenção particular à crise do peso em 1994-95 e também sobre os impactos para os trabalhadores e trabalhadoras, o meio ambiente e a população mexicana em geral. Finalmente, as tentativas de desafiar o modelo neoliberal específico que México segue perseguindo, são apresentadas e discutidas. Abstract: This paper evaluates Mexico's shift toward neoliberalism after the debt crisis of 1982. Mexico's experience with import-substitution industrialization (ISI) is first considered. This is followed by an analysis of the period of transition from ISI to neoliberalism, mainly the policies of trade liberalization, financial deregulation and privatizations. The establishment of NAFTA and the growing integration with the US economy is then examined as well as the particular role of the maquiladora industry in the context of Mexico's development strategy. The next section evaluates the results of two decades of neoliberal policies in Mexico with particular attention given to the peso crisis of 1994-95 and also the impact on workers, the environment and the Mexican population in general. Finally, the attempts to challenge the specific neoliberal model that Mexico has been pursuing are presented and discussed.
