Abstract

This article studies the actual situation of urban passenger transport in passenger cars taking into account the fact that within it the administrative regulation and the eruption of digital platforms and their apps converge in the general frame of collaborative economy. We defend the necessity of a comprehensive reform of taxis and VTC (chauffeur-driven tourist vehicle) activities. This reform should take into consideration the needs of passenger transport in passenger cars in cities and should allow the compatibility and coexistence of both modes of transport. Recent normative changes do not seem to be the most appropriate to reach this; on the contrary, they seem to lead to future judicial conflicts.
