Abstract

One of the main forms of discrimination found by women in the workplace is the invisible barrier to promotion and access to management positions and power within organizations, a phenomenon known as the glass ceiling. The Public Administration is presumed impartial and transparent, based on the constitutional principles of equality, merit and capacity for the selection and promotion of staff. The first part of this article shows the evolution of the specialized literature on the glass ceiling in Spain from 1994 to 2014. The second part analyzes the magnitude of this problem in the field of the Spanish public function, exploring whether there is discrimination in job promotion in this sector. Finally, the article explains how the phenomenon is addressed in the public policies of our country, with the intention of exploring if they face this issue among their action strategies, as well as the recommendations they offer to avoid it.
