Abstract
The goal of this study is to empirically identify how organizational culture, employee competence, and human resource development impact employee performance. In many organizations, low performance is often influenced by the suboptimal internalization of work culture values, limited employee capabilities, and a lack of systematic efforts to develop human resources. This study uses a quantitative approach with a causal research design. All employees are the research subjects, and the sampling technique is purposive. Data were collected through a validated questionnaire. The results indicate that work culture, work competence, and human resource development significantly and positively influence employee performance. These findings confirm that improving employee performance can be achieved by strengthening work culture values, improving individual capabilities, and fostering sustainable human resource development
