Abstract
The historic background and other factors influencing the evolution of the Namibian fisheries-management approach is highlighted and reasons why the management system developed the way it did are advanced. The level of success of the system in attaining the national goals set for development of the industry in the first few years after independence and the response of fish stocks to management measures are presented.
