Abstract

Abstract: This article investigates the role of capital markets and securities in enhancing the competitiveness, sustainability, and resilience of small and medium‑sized enterprises (SMEs) in Mozambique amid financial, legal, and foreign‑exchange uncertainties. Drawing upon a comprehensive literature review and an exploratory case‑study methodology, the study examines Mozambique’s tiered market structure - comprising the Official, Second, and Third Markets of the Bolsa de Valores de Moçambique - and compares it with analogous SME exchanges in Ghana, Kenya, Nigeria, South Africa, and the European Union. The findings reveal that access to equity and market‑based debt financing can bridge critical funding gaps, bolster firms’ capital structures, and promote governance improvements through mandatory disclosure and audit requirements. Moreover, capital‑market participation encourages risk‑management practices and provides long‑term funding that mitigates insolvency risks associated with high leverage and currency volatility. Comparative evidence underscores the importance of complementary measures - such as listing‑cost subsidies, investor incentives, capacity‑building programs, and regulatory reforms - to stimulate both SME issuers and investor participation. The Mozambican experience, including the successful “incubation” and graduation of SMEs via the Third Market, demonstrates early signs of enhanced financing access and corporate credibility. However, challenges persist in terms of market liquidity, pricing transparency, and sustaining investor interest. The article concludes with policy recommendations to strengthen the regulatory framework, expand investor‑education initiatives, and develop targeted instruments (e.g., SME bonds, fintech platforms) that can further integrate SMEs into Mozambique’s capital markets. These insights offer valuable guidance for policymakers and practitioners aiming to leverage capital‑market development as a strategic tool for SME empowerment in emerging‑market contexts.
