Abstract
The article considers the U.S. Federal Aviation Administration's (FAA) budget for development of NextGen, the next-generation air traffic control system. The FAA outlines NextGen engineering, development, test and evaluation budgets totaling nearly $3.2 billion. The great majority of NextGen costs would be paid from user-fee receipts under the proposed reauthorization bill and the spending covered by bonds could be spread out over the borrowing period.
