Abstract
Early intervention is very important for children with developmental delay or at risk who almost spend their life at their home during early childhood period. In this study, different ways of early special education services (professional-centered, family-allied, family-focused, and family-centered), and early special education models (home-based, center-based, and home and center-based) are introduced. Also in this study, early special education programs used world wide and Small Steps Early Intervention Program for children with developmental delay used in Turkey are introduced, At the end of the study, how to implement Small Steps Early-Intervention Program in Turkey is discussed and given some suggestions for further studies.
