Abstract
The Territorialization of Law : The Example of Employment Policies and Vocational Training If territoire is frequently invoked, the term takes on a rather distinctive meaning when used in connection with employment policies and voca- tional training, especially under the pressure of European norms. Ter- ritoire presents itself not only as a place for the construction but also the implementation of new collective norms generally devoid of any binding obligations. From this perspective, the territorialization of law marks an evolution in the public action that, sometimes ambivalently, articulates divergent interests.
