Selective Collection Program: essential aspects and model for medium-sized cities

Abstract

One of the obstacles to the Selective Collection Programs success in developing countries is the correct Separation of municipal solid waste at source. However, this segregation only occurs if the population is aware of its efforts results, as well as if its demands are met in the program, resulting in an acceptable cost-benefit. To this end, it is necessary that these expectations are included in the SCP from its conception. Therefore, the objective of this study, based on systematic analysis of literature on the CAPES portal on the subject, is to systematize the stages ofthe SCP, and, based on a case study carried out in a medium-sized city, to establish a Standard that can assist managers in implementing this Solution. This research contributes to the urban management improvement, when it considers the desires of MWS generators inserted in this context. The results showed eight fundamental aspects of SCPs: management, scope, financing, operationalization, segregation, selection, collection and sorting. The proposed model aims to optimize these cities management, by presenting as guidelines formal management, municipal coverage, mixed financing and Operation. To make the program more convenient for the population, it is recommended the segregation at the source into three types and the mixed collection with categorization and storage carried out in sorting centers to facilitate the collected materials sale.
