Abstract

The 2019 popular uprising in Chile can be understood as a reaction to a social policy regime that was established during Pinochet’s dictatorship and continued, with minor changes, into the 21st century. By the turn of the century, no other country in Latin America featured such a profound marketization of welfare services, leading to poor outcomes and widespread public dissatisfaction. Heavily influenced by business interests, the reforms undertaken by Concertación and Nueva Mayoría governments maintained the fundamental aspects of Chile’s liberal welfare regime. A “countermovement” in demand for social protection became inevitable. El estallido social de 2019 en Chile puede entenderse como una reacción a un régimen de política social instalado durante la dictadura de Pinochet y que continuó, con cambios menores, hasta entrado el siglo XXI. Al inicio del siglo, ningún otro país de América Latina presentaba una mercantilización tan profunda de los servicios de bienestar, lo que derivó en resultados deficientes y un descontento social generalizado. Fuertemente influenciadas por intereses empresariales, las reformas emprendidas por los gobiernos de la Concertación y Nueva Mayoría mantuvieron los aspectos fundamentales del régimen de bienestar liberal chileno. Era inevitable que surgiera un "contramovimiento" en demanda de protección social.
