Abstract

This article aims to analyze the university policies implemented after the fall from power of Juan Carlos Onganía (president of Argentina 1966-1970), which were aimed at decentralizing higher education institutions. It offers an account of the process that led to the implementation of the so-called "Taquini Plan" and the adjustments undergone by the original plan by the time it became state policy between 1971 and 1973. The measures developed over the three administrations that ruled during this period are analyzed, together with the role played by local communities at the different political junctures. To this end, the paper addressed particular cases of the creation of new universities, with a focus on the city of Rio Cuarto, where one of the first was built.
