NGOs Communication : Are States to be Concerned? Governments frequently complain that their international and diplomatic agenda is partially determined by Non-Governmental Organisations' (NGOs) priorities and the media pressure that usually goes along with it. However, is there a general NGOs agenda towards governments? Or even a media-related NGOs pressure? On the other hand, NGOs communication campaigns, initially intended to fund raising, tend more and more to supervise journalists and the information they convey.
