Abstract
The work aims to show contextual factors, from the Institutional Collective Action (ICA), that influence the inter-municipal cooperation of waste treatment inter-municipal public consortia in the Metropolitan Regions in Brazil. Inter-municipal Consortia in the solid waste area are important for the National Solid Waste Policy (law 12,305/2010). With the inter-municipal aggregation it is possible to build sanitary landfills, something that requires scale, and there, the metropolitan regions, in theory, are potential agglomerations for this type of policy. For the development of the study, Factor Analysis and Multivariate Data Analysis were used, based on Multidimensional Scaling. The study concludes that the influencing factors in the creation of consortia in metropolitan regions are: Characteristics of transaction goods, Characteristics of Communities, Political Institutions and Structure of Political Relations.
