Abstract
One of the alternative payment options in procurement is foreign loan. The existence of tied aid, which contrary to the local content requirements policy, is one of the major problems with procurement funded by foreign loans. This normative-empiric study found that tied aid can be divided into two types: concentrated aid and diluted aid. Bilateral loans frequently contain concentrated aid, whereas multilateral loans typically contain diluted aid. Due to the Asian Development Bank's status as a multilateral donor and its loose policy, loans provided by the organization could be viewed as diluted aid. This study discovered that just because lenders tend to have tied aid characteristics, that doesn't necessarily mean it qualifies as such. Additionally, the Indonesian government has a plan for handling tied aid.
