Abstract

The article analyses the Decree of Emergency of the Cultural Patrimony of Ecuador, in the implementation period, under the sequential approach of analysis of public policies (policy stages approach) arranged by André-Noel Roth Deubel considering the following criteria; (1) Definition of the problem, (2) Formulation of solutions, (3) Decision making, (4) Implementation and (5) Evaluation. The efficiency, efficacy and sustainability of the decree were identified, the cost-benefit analysis, the quantification and valorization of the results, the social impact and economic development achieved, determining that the implementation of the decree eradicated a large part of the patrimonial problem, but it was not it reached the projected horizon.
