Resumen:En esta publicación se trata de analizar la aplicabilidad del Decreto de Precedencias de 1983 creado ex profeso para la nueva estructura constitucional, aún vigente y totalmente inadecuado con la realidad institucional y política actual, de forma que debe modificarse a base de costumbre ante la falta de intencionalidad política alguna de acometer su reforma.Abstract:The purpose of this publication is to analyze the applicability of the 1983 Precedence Decree created for the new constitutional structure, still in force and totally inadequate with the current institutional and political reality, so that it must be modified on a customary basis in the absence of political intentions to undertake its reform.
