Abstract
Social media, in addition to having a positive side, the fact also has a negative face. This can be seen from the many cases that appear in the fact of social media such as hoax, expressions of hatred, bullying, pornography, radicalism etc. This condition occurs globally, including Indonesia. Majelis Ulama Indonesia (MUI) as the main religious institution of Indonesian Muslims publish religion fatwa No 24/2017 about the law and guidelines to act through social media. This type of research is qualitative communication research. Data collection through documentation techniques that use a variety of related literature. The analysis technique used is the interactive analysis model of Miles Huberman which consists of data reduction, data display and conclusion drawing. In data analysis, the authors use the concept of the function of social communication proposed by Harold D. Lasswell. The results of data analysis found that the publishing of MUI fatwa No. 24/2017 is part of a form of social communication. There are three basic functions of related social communication, namely: (1) The oversight function is related to the MUI's view of the fact that the number of cases on social media and the number of users is increasing; (2) Correlation function related to MUI relations and cooperation with various parties for the socialization and implementation of related fatwa; (3) The function of transmitting social inheritance in relation to the MUI's task of providing guidance, advice and fatwa to Muslims in realizing religious and social life blessed by Allah, increasing activities for the realization of the Islamic brotherhood and inter-religious harmony in strengthening the unity and integrity of the nation .
