Abstract

Based on the concepts of philanthrocapitalism and corporate governance, the article investigates one of the most recent forms of education privatization in Brazil: the “Pacts” and “Commitments” to improve the quality of education. Public data and previous research about three programs instituted by São Paulo, Pará and Pernambuco state governments since the early 2010s were studied. Mostly national foundations and institutes constitute the initiatives, which operate through governance systems. Their integration to government structure shows a confluence between private and public interests that can directly influence the direction of educational policy.
