Abstract

The world is changing. Our international sy stem is evolvinGfrom abipolar structure to a unipolar one and is movinGtow ards a multipolarity. How ever, this multipolarity is unb alanced, and hence, unstable, with a Superpower strugglinGto keep its rivals at bay with decreasinGresources (USA), another one whose only trump card is its nuclear arsenal (Russia) and a third one seek inGto recover its ancient hegemonic role (C hina). On the other hand, the current nuclear non-proliferation regime is a legacy from the Cold war, and its design and operation are based on the distrib ution of power and technology at the time of its inception. As time passes and this distrib ution is more and more different from the one it was b ased on, this regime is less and less apt to achieve their pretended goals.
