ŞEHİR HASTANELERİ’NİN GELİŞİMİ SÜRECİNDE SAĞLIK BAKANLIĞI’NIN YAPISAL VE İŞLEVSEL DÖNÜŞÜMÜ

Abstract

Bu çalışma Sağlıkta Dönüşüm Programı ile birlikte Sağlık Bakanlığı’nın geçirdiği yapısal ve işlevsel dönüşümü konu edinmektedir. Çalışma Sağlıkta Dönüşüm Programı’nın yeni uygulamaları olarak şehir hastanelerine odaklanmakta; devlet ve özel sektörün arasındaki ilişki biçimi ise hastanelerdeki dönüşüm çerçevesinde ele alınmaktadır. Sağlıkta dönüşüm ile Sağlık Bakanlığı yapısal ve işlevsel bir dönüşüm geçirmektedir. Dönüşümün yapısal ayağı Kamu Özel Ortaklığı modeli üzerinden gerçekleştirilmekte şehir hastaneleri ise bu modelin uygulaması olarak karşımıza çıkmaktadır. İşlevsel dönüşüm ise Sağlık Bakanlığı’nın planlama, düzenleme ve denetleme rollerinin dönüşümü üzerinden gerçekleşmektedir. Çalışmada Kamu Özel Ortaklığı modeli ile devletin tek taraflı olmaktansa özel sektörün yanına konumlanarak ilişki biçimini sürdürdüğü ve hizmet alanlarını özel sektör üzerinden finanse ederek Sağlıkta Dönüşüm Programı’nı uygulamak istediği ileri sürülmektedir.This work is concerned with the structural and functional transformation of the Ministry of Health as well as the Health Transformation Program (HTP). The work focuses on city hospitals as new applications of the Health Transformation Program; and the relationship between the state and the private sector is handled within the framework of transformation in hospitals. With health transformation, the Ministry of Health is undergoing a structural and functional transformation. The structural footprint of the transformation is realized through the Public Private Partnership model whereas the city hospitals are opposed as the application of this model. Functional transformation takes place through the transformation of the Ministry of Health’s planning, regulatory and supervisory roles. With the Public Private Partnership model, it is suggested that the state should be unilaterally positioned to the private sector and maintain its relationship with the private sector and to implement the Health Transformation Program by financing its service areas through the private sector.
