Abstract
This study examines the criteria for participant selection in the Smart Sawah Berskala Besar Asnaf (SSBBA) program administered by the Kedah State Zakat Board, aimed at facilitating economic growth for the asnaf (needy) group. It outlines human capital characteristics grounded on Islamic principles, which promote sustainable socio-economic development among those considered marginalized. This study employs a qualitative technique to analyse secondary sources, including Islamic scholarship and literature on human capital. Through the analysis of data from reports and previously conducted studies, it offers an extensive overview of the Kedah State Zakat Board’s (LZNK) selection procedure within the Zon Pembangunan Ekonomi Ummah (ZPEU) framework, emphasizing participant characteristics conducive to economic empowerment. These findings underscore selection criteria that prioritise ethics, resilience, and practical skills, which are consistent with Islamic principles and contribute to the objectives of the ZPEU. The research emphasizes the significance of a self-sustaining socio-economic ecosystem that enables asnaf beneficiaries to evolve from receivers to independent contributors, fostering innovation in community development. This study amalgamates Islamic principles with structured human capital management, presenting a distinctive methodology for participant selection. LZNK’s concept illustrates the synergy between ancient Islamic beliefs and contemporary human capital methods in augmenting marginalized communities and establishing a support structure that promotes ethically and economically sustainable community development.
