Abstract
This study examines how the Kabuhayan sa Gulayan urban agriculture programme is implemented in Metro Manila, Philippines, with a focus on the supportive roles of various stakeholders. This programme was started in order to improve the living condition of the urban poor and reduce urban waste. Stakeholders include the Department of Agriculture, the Municipal Agricultural Office, the barangays, and non-governmental organizations. It is indicated that barangays (the smallest administrative units) can support the selection of farmers and the use of compost.
