Austria uses the water development concepts as superior long-term catchment based planning since 1989. In the years 2003 and 2007 two important European guidelines for water management were implemented in Austrian law. The former is the Water Framework Directive (2000/60/EG), the latter concerns the Floods Directive (2007/60/EC). Both directives define the drafting of management plans, on the one hand the National Water Management Plan and on the other the Flood Risk Management Plan. In the light of these changes the assessment of water development concepts was done in order to check their internal consistency, as well as on the exterior consistency with respect to the two European Directives. It could be shown which “Leitbild” is actively pursued with appropriate measures and where a gap exists between the “Leitbild” and the measures. Based on the goals of the directives it became also obvious that the river development concept can make a significant contribution to the achievement of the goals.
