Abstract

This chapter outlines how UAS regulation in Finland has transitioned from national rules to EU standards. Initially, Finnish legislation included specific acts and administrative regulations for UAS operational safety. However, recent EU directives have standardised these measures across member states. With the full adoption of EU regulations by January 2023, Finland has phased out previous national rules specific to UAS operations, such as exemptions for model aircraft. Now, Finland adheres strictly to EU regulations, ensuring uniformity in operational safety standards, licensing, and airworthiness across Europe. Nevertheless, certain areas like civil and criminal liability, insurance, and national security remain under Finnish jurisdiction. This bifurcation ensures consistency with EU guidelines while retaining the distinct national characteristics necessary to address specific regulatory aspects.
