Abstract

Even with the right to social security being enshrined in the Universal Declaration of Human Rights, social protection is by far not only a state’s affair. Different actors in the informal, societal, private and public sector collaborate and sometimes even compete for the provision of social protection. Their role is not pre-defined, limited to provision and also does not stop at the national border. This chapter outlines the roles and interplay of different actors and puts to discussion whether the informal sector will be crowded out, whether greater privatization of services is the way to go, how civil society does justice to the many different roles it plays and in which ways international actors enter the scene.
