The right to health, enshrined in the Brazilian 1988 Constitution, is still faced with complex challenges for its full realization. As Brazilian society becomes increasingly urban, urban centers have become strategic in the organization of the Unified Health System – SUS. The population and economic concentration in cities results in a significant and varied array of needs and demands for health. Urban centers are also home to large numbers of people under biological, social, economic, and cultural vulnerabilities. This paper addresses the right to health of people under vulnerable conditions in urban centers; puts the issue and the concepts into context, and presents a critical analysis of how SUS is organized to provide appropriate health care to those people
