Technology, social policy and the national digital governance strategy in the Brazilian context

Abstract

This article examines the growing use of technologies in the structuring and implementation of social policies. In this sense, the manuscripts are structured to present, initially, some theoretical assumptions about the concept of technology that underpin the subsequent analysis. This analysis focuses on the processes of the so-called digital transformation in Brazil, which is considered a national strategy within the context of the "modernization" of the State. In order to provide a more concrete basis for analysis, a separate section is dedicated to the problematization of the mediation of technological resources for access to Brazilian social security and social assistance policies, which serves as an empirical reference. The proposals have fundamentally transformed the manner in which services are provided to the user population and the work processes of those engaged in these policies. This synthesis is based on studies conducted as part of a research project examining the relationship between technology and social policy. The research was carried out by a group of researchers from three Brazilian federal public universities.
