Discursos sobre la planificación rural en el municipio de Medellín: entre impactos y abusos

Abstract

Resumen. Este artículo examina los contactos —y choques— que se establecen entre los habitantes de San Sebastián de Palmitas (corregimiento de Medellín) y la Gerencia de la Conexión Vial Aburrá-Río Cauca encargada de la gestión ambiental del túnel de occidente y su vía asociada. A propósito de esta coyuntura se plantea que los discursos de la planificación muestran un conflicto en torno a las representaciones que del impacto socioambiental tienen ambos agentes sociales.Abstract. This article examines the contacts —and conflicts— that have been established between the inhabitants of San Sebastián de Palmitas (a Corregimiento of Medellín) and that part of the Administration of the Highway Connection Aburrá-Río Cauca charged with managing the environment related to the Western Tunnel and its associated highways. Based upon this situation, the paper suggests that the development discourses reveal a conflict between different social actors regarding their representations of the socio-environmental impact.
