Le «leadership administratif » comme concept utile à la modernisation de l'administration publique

Abstract

This article proposes thoughts on leadership by presuming that its development within government administrations can contribute to stimulating efforts to modernize states. The first section treats the concept of leadership itself, evaluated under the scope of three propositions. The second section suggests lines to take to develop the understanding of the phend̀ mend̀n from both a theoretical point of view and its practice. Leadership training is also briefly mentioned.
