Abstract

The 1990s is a decade of challenge and opportunity for project monitoring and evaluation (MandE). Although the World Bank is attempting to restrict the development of MandE, a case is put forward here for higher aspirations. The challenge is to widen MandE responsibility to assess both implementation and planning failures'. Logical Frameworks must be drafted at the identification phase and refined in design and appraisal, and formal and informal measurement best practices will have to be combined. If MandE becomes more important as a source of information in the 1990s it will also gain in political significance. © 1993 Taylor & Francis Group, LLC.
