Políticas públicas para o ensino superior e a pesquisa: a necessária diversidade institucional

Abstract

Originalmente, este texto era destinado a uma apresentação oral, que se realizou em dezembro de 2009. Mesmo depois de revisto, conserva traços próprios dessa origem. Seu objetivo é explorar as relações existentes entre estratégicas de desenvolvimento econômico e social, por um lado, e políticas de ensino superior e pesquisa. Explorando algumas distinções, busca-se indicar as razões pelas quais um sistema de ensino superior tem que ter diversidade institucional. Por fim, indicamos o lugar específico da universidade no entroncamento das atividades de ensino superior e de pesquisa.This text was first presented orally in December 2009 and even a thorough revision could not remove some features of its original version. Its objective is to explore the relations between economical and social development strategies, on the one hand, and policies for higher education and research, on the other. Exploring some distinctions, it seeks to point out the reasons why a system of higher education has to have institutional diversity. Finally, it highlights the specific place of university at the junction between activities of higher education and research.
