Abstract

This article presents a synthetic vision of the main aspects of the thought of the classical eclac. It begins with eclac's criticism of the nineteenth-century international division of labor and the thesis on the deterioration of the terms of trade. Then, it exposes the need for industrialization and the consequent development of the internal market. In this framework, it examines the process of import substitution, its weaknesses and the need to boost industrial exports. It also argues about the need to program economic development and to approach the process with a global perspective that integrates the social dimensions of the process.
