A regulação de energia elétrica no Brasil e a teoria dos leilões

Abstract

O objetivo do trabalho é analisar a relação entre a chamada teoria dos leilões e a abertura do setor de energia elétrica brasileiro a privatizações a partir da implementação da contrarreforma sobre o setor a partir da crise política de 2016, com a queda das políticas neodesenvolvimentista e a ascensão do ideal neoliberal. Para isso, apresentar-se-á, inicialmente, um breve panorama da evolução das políticas de regulação da energia no Brasil, do início do chamado período de redemocratização política, a partir da promulgação da Constituição da República Federativa do Brasil de 1988, passando pelas duas reformas observadas durante as décadas de 1990 e de 2000 até metade da década de 2010, respectivamente, dando ênfase às principais mudanças abordadas no que tange à abertura para atuação da iniciativa privada no setor. Em seguida, descrever-se-á a teoria dos leilões, enquanto método para alocação de recursos baseado na competição, abordando suas principais estratégias. Por fim, observar-se-á a aplicação da teoria dos leilões no setor de energia elétrica a partir do panorama atual do sistema.The objective of the work is to analyze the relationship between the so-called auction theory and the opening of the Brazilian electric energy sector to privatizations from the implementation of the counter-reform on the sector from the 2016 political crisis, with the fall of the neo-developmentalist policies and the rise of the neoliberal ideal. To this end, a brief overview of the evolution of energy regulation policies in Brazil will be presented initially, from the beginning of the so-called period of political re-democratization, from the promulgation of the 1988 Constitution of the Federative Republic of Brazil, through the two reforms observed during the 1990s and 2000s until the middle of the 2010s, respectively, emphasizing the main changes addressed in terms of opening up the private sector to act in the sector. Next, auction theory will be described as a method for allocating resources based on competition, addressing its main strategies. Finally, the application of the theory of auctions in the electricity sector will be observed from the current panorama of the system.
