Abstract
As a country that is highly vulnerable to natural disasters such as earthquakes, tsunamis, and volcanic eruptions, Indonesia faces major challenges in designing disaster-responsive urban planning. The concept of a resilient city highlights the importance of risk mitigation through the development of disaster-resilient infrastructure, effective preparedness policies, and active community involvement. The purpose of this study is to analyze the implementation of resilient city strategies in Indonesia. This study uses a qualitative approach with a case study design to explore the development and implementation of resilient city strategies in Indonesia, focusing on cities that have actively adopted this concept. The study analyzes various experiences, challenges, and achievements, including the experience of Banda Aceh City after the 2004 tsunami, which shows significant progress in infrastructure reconstruction and early warning system development. The results show that despite capacity building in planning and policy, weaknesses still exist in local implementation and infrastructure maintenance. These findings provide valuable insights to improve future resilient city strategies by strengthening policies, increasing local capacity, and strengthening community participation. The implications of this study support the need for a holistic and integrated approach to improve the effectiveness and sustainability of disaster mitigation strategies at the urban level in Indonesia.
