Governance of water, from the páramo to the piedemonte: Actors and planification in Cusiana’s river

Abstract

Water governance processes are linked to four dimensions in the territory: social, economic, environmental and political. In this article, the components are superimposed on two antagonistic scenarios: the páramo as a mountainous ecosystem of the Cusiana river in the municipality of Aquitania (Boyacá), altered by the agricultural processes of onion and potato, and the municipality of Maní (Casanare), located at the end of the Cusiana river basin, with an ecosystem of cattle plains, high oil extraction and agro-industrial processes for African palm and rice crops. Some actors and their influence in the territory, expressed in their relationship with economic activities linked to extractivism and productivism, are recognized; Planning tools such as Territorial Development and Planning Plans (EOTs and POMCA) are analyzed considering water governance and the Sustainable Development Goals (SDGs).
