O policiamento e a democracia

Abstract

A criminalidade e a violência alimentam o debate público e justificam a adoção de medidas na área do policiamento: policiamento comunitário; policiamento orientado para resolução de problemas; prevenção situacional; e tecnologias. Por outro lado, o policiamento tornou-se plural - as tecnologias e a multiplicidade de agentes institucionais que estão envolvidas na prestação de serviços de segurança. A fragmentação, a diversificação e a dispersão do policiamento impõem a interrogação sobre a prestação de contas das agências que se encarregam desse serviço. Como torná-las responsáveis e perante a quem elas serão responsáveis são questões importantes para a governança democrática.Criminality and violence feed the public debate and justify the adoption of measures in the area of policing: community policing; problem-solving policing; situational prevention; and technologies. On the other side, policing has become a plural subject - the technologies and the multiplicity of institutional agents that are involved in the delivery of security services. The diversification, fragmentation and dispersion of policing bring about questions regarding the accountability from the part of the agencies in charge of this service. How to make them responsible and to whom they are accountable are important questions for democratic governance.
