La Gouvernementalité : de la critique de l’État aux technologies du pouvoir

Abstract

Michel Foucault a eu un rôle majeur dans le déplacement des théorisations de lÉtat en sécartant des débats sur sa nature et sa légitimité et en privilégiant la réflexion sur ses pratiques. Cest ce quil nomme la gouvernementalité qui est un mode spécifique dexercice du pouvoir. Larticle retrace les origines de cette approche et les dimensions quelle conduit à investiguer ; il situe cette notion par rapport au mode danalyse du pouvoir chez cet auteur. Une application est donnée avec lanalyse de ce que Foucault nomme linstrumentation ; cest le choix et les effets des techniques daction publique comme la statistique ou la planification. Elle montre les effets propres aux instruments indépendamment des intentions initiales, mais aussi les rapports politiques quils induisent. Michel Foucault had a key role in the shifting of state theorization, moving away from the debates about its nature and legitimacy and putting forward an analysis of its practise. This is what he calls governmenttality which is a specific way of exerting power. The article traces the origins of this approach together with the dimensions that are to be investigated; it clarifies this notion with respect to the analysis of power by this author. An application is given with the analysis of what Foucault names the instrumentation, e.g. the choice and the effects of the public action techniques such as statistics or planification. It shows the effects related to instruments independently of initial intentions, and also the political relations that they induce.
