Abstract
Background: Diabetes Mellitus (DM) health services was one of the indicators in Minimum Services Standards (SPM) in Indonesia. Specific Allocation Fund (DAK) in health sector might be used to increase the achievement of the SPM. Objective: The study aims to know the overview of SPM of DM and the relationship between DAK and the SPM. Methods: This was a cross-sectional study using secondary data from the Ministry of Health and the Ministry of Finance. The study population was all districts/cities with 334 out of 514 as sample. The variables included absorption of physical and non-physical DAK and the achievement of the SPM. Data analysis was performed descriptively, comparatively with the Mann Whitney and Kruskal-Wallis Tests, and associative with the Spearman Correlation test. Result: The results showed the median SPM of DM was 77.2%. There were differences in the SPM between districts and cities (p 0.034), between remote, border, and archipelago areas (DTPK) and non-DTPK (p 0.000), and between eastern and western regions (p 0.009). There was no difference in SPM between the very low-low, medium, and high-very high fiscal index. There was no correlation between physical DAK in 2018, 2019, and 2020 and non-physical DAK in 2018, 2019, and 2020 with SPM of 2020. Conclusion: The achievement of SPM of DM is high and there were differences between districts/cities, DTPK, and regions, and no relationship between DAK with SPM. Recommendation: Efforts were needed to increase the achievement of the SPM in districts, DTPK, and eastern Indonesia and increase DAK allocation for activities related to DM services.
