Abstract

This paper reviews the roles of Supply Chain Management (SCM) and Operational Excellence (OE) in enhancing civil engineering project performance. The civil engineering industry faces challenges including complex supply chains, resource management inefficiencies, cost overruns, and delays; therefore, improving operational efficiency and managing supply chains are essential. SCM, involving the coordination of sourcing, procurement, transportation, and delivery, ensures timely project completion within budget and quality standards. OE focusses on continuous process improvement, waste reduction, and resource optimisation using techniques like lean construction and total quality management. The review explores the integration of SCM and OE, highlighting benefits such as improved productivity, enhanced quality and safety, and cost savings. It also addresses implementation barriers, including lack of expertise, cultural issues, financial constraints, and fragmented supply chains. Emerging trends like digital technologies (IoT, blockchain), sustainable practices (Green SCM), and collaborative networks are discussed. Effective integration of SCM and OE, supported by technology and collaborative frameworks, drives innovation, mitigates risks, and delivers superior, sustainable project outcomes in civil engineering.
