FORMATION OF THE AREAS OF SUPPORT FOR THE REGION'S EXIT FROM THE TRAP OF SOCIOECONOMIC LAGGING

Abstract

The article substantiates the theoretical and methodological recommendations for the formation of financial and resource support for solving problem situations in regional development and overcoming the region from the trap of socio-economic backwardness. The development of modern economic systems at the national and regional levels is characterized by longterm problems. Economic backwardness, which is based on the lack of financial and resource support for socio-economic growth, is a global problem that requires in-depth research aimed at finding effective ways to form financial and resource support for sustainable regional development. The article proposes to study the problematic situations in regional development and the preconditions for the region to fall into the trap of socio-economic backwardness in the following areas: the study of the dynamics of socio-economic development of the region; identification of established trends in the socio-economic development of the region and identification of its direction; identification of key factors that shape the problematic situations in the socio-economic development of the region; assessment of the preconditions for the region to fall into the "trap of backwardness". To form the financial and resource support of the region out of the trap of socio-economic backwardness, it is proposed to use the method of fuzzy cognitive modelling, which features the ability to determine the relationships and interactions between selected factors of regional socio-economic backwardness. As basic components of the model it is proposed to use three integrated indicators of financial and resource support for regional development: social security; economic (financial) security; environmental security.
