Neoextractivismo, megaproyectos y conflictividad en Guatemala y Nicaragua

Abstract

Se analiza la nueva fase del modelo económico extractivista en Guatemala y Nicaragua, países que están planteando la construcción de corredores interoceánicos con el propósito de conectar el Pacífico con el Atlántico y eventualmente competir con el canal de Panamá. La hipótesis que aquí se presenta es que los nuevos corredores, además de agilizar el comercio y dinamizar la industria maquiladora, acelerarán la conversión de estos países en espacios de nueva inversión de capital extranjero, principalmente en minería, producción de energía eólica e hidroeléctrica, así como de agrocombustibles. Los proyectos constituyen la punta de lanza del neoextractivismo agrícola-minero y del aprovechamiento de recursos estratégicos, como el agua y el viento, para la producción de energía eléctrica; rubros que interesan al capitalmultinacional.The article is an analysis of the new phase of the extractive economic model in Guatemala and Nicaragua, countries that consider the construction of inter-oceanic corridors for linking the Pacific with the Atlantic, in order to compete eventually with the Panama Canal. The thesis is that new corridors in addition to increase trade and revitalize the maquiladora industry would stimulate new foreign capital investment in these countries, mainly in the fields of mining, production of hydro and wind power, and biofuels. These projects constitute the forefront of agricultural and mining neoextractivismo, and the use of strategic resources such as water and wind for generating electrical power, where the multinational capital has much interest.
