Any port in a storm: Qatar as a biased mediator

Abstract

This paper examines Qatar’s role as a mediator in the October–November 2023 Israel-Hamas hostage negotiations, highlighting the complexities of biased mediation in high-stakes conflicts. Despite concerns over Qatar’s ties to Hamas, its involvement, supported by Egypt and the United States, facilitated a temporary ceasefire and the release of hostages. Through a case study approach, the analysis challenges traditional views on mediator impartiality, arguing that bias, when leveraged, can enhance mediation effectiveness. The findings underscore how Qatar’s access and influence enabled it to secure immediate outcomes, raising broader questions about the role of partial mediators in crisis diplomacy.
