Abstract

In Korea, severe flood damages caused by regional and climatic effects characterized by the peninsular topography. This study was motivated by limitations found in the widely used flood vulnerability assessment frameworks of the OECD PSR model and the IPCC vulnerability concept. These limitations included ambiguity in the selection of proxy variables by classification of assessment components, quantification issues for some variables, and negative elasticity of countermeasures to vulnerability. To address these limitations, this study has developed a new assessment framework that comprises a flood cause indicator (FI), a potential target indicator (PI), and a damage history indicator (DI). Using these indicators, an assessment of the flood vulnerability was performed for Korea's 73 coastal administrative districts. A coastal flood vulnerability index (CFVI) was calculated by a multiplicative utility function that aggregates the three assessment components from nine selected proxy variables. The calculated CFVI values indicated that the flood vulnerability is relatively high for the major coastal cities, where the values of all three assessment components together are larger.
