Abstract

In developing countries, the implementation of Information Systems is a complex process, given the interaction of the contextual framework with wider societal and cultural issues. This paper illustrates the importance of strategic thinking and validates ways and means to realize socio-economic development in one such developing country – the Sudan. In this paper, a systemic interpretive approach is taken to an investigation of the systems development and implementation process in the Sudanese Ministry of Finance with a particular focus on strategic issues. Lessons which may be tested in other developing contexts are derived from this study.
